Eligibility Criteria and Academic Duration

Admission to the FYUG BA Honours programme is open to candidates who have passed Higher Secondary (10+2) or equivalent examinations from recognized boards, including WBCHSE, WBBSE, CBSE, or ISC.

In keeping with NSOU’s open learning policy, there is no minimum cut-off percentage required for entry. Admission is open to learners of all age groups and socio-economic backgrounds, including working professionals and learners from marginalised sections.

The BA programme is conducted over a 4-year duration across 8 semesters. Academic study is supported through self-explanatory, self-contained Self Learning Materials (SLMs) provided in printed and digital formats.

Admission Schedule and Procedure for 2026-2027

Applicants must submit their application details through the official NSOU FYUG admission portal. Per UGC-DEB directives, obtaining a DEB ID from deb.ugc.ac.in and verifying it on the university portal is mandatory for all ODL learners. Failure to provide and verify the DEB ID by 05 October 2026 (04:00 PM) will lead to application rejection.

Fee Structure and Payment Guidelines

Admission fees can be deposited online via the portal’s payment gateway or offline through an Indian Bank challan during the prescribed payment window.

NSOU has not published the detailed subject-wise fee amount in rupees on its website as of 03 October 2026.

Fees paid twice for the same application ID or due to accidental double application are eligible for refund. Applicants seeking a refund must submit a written request with supporting receipts to NSOU Headquarters within one month of the admission closing date.

Course Curriculum and Syllabus Structure

BA course syllabi at NSOU are structured in accordance with UGC ODL Regulations 2020. Lessons are divided into Modules and Units to enable structured independent learning.

For BA Public Administration (NPA), primary units cover core concepts such as Centralization, Decentralization, Supervision, Classical Theory (Fayol, Gulick, Urwick), Scientific Management (Taylor), Marxist and Weberian Bureaucracy, New Public Management, and Comparative Public Administration (Minnowbrook I, II, and III).

Generic Elective (GE) options offered across social science disciplines include United Nations and Global Conflicts (GE-PS-42), Sociology of Social Movements (GE-SO-41), Rethinking Development (GE-SO-42), and Making of Contemporary India (GE-HI-41).
